What the video comment about?

Am I the only one who is confused by the video comment called "I See You"? I don't get it. Someone explain!
I think it was just a board members attempt to get in on things. Someone posted they left the lame comment(didn't mention it was a video comment but I assume they did under a different name) and that they were just bored when they made it.
Basically it is trying to imply that someone in the house can see Daniel as he watches Bree's house more than likely. It is/was really poorly done.
